Bikes Secure

Bikes Secure is the Commission's bicycle parking subsidy program for bike racks, bike lockers, and bike parking cages. After four successful grant cycles, the Regional Transportation Commission has already worked with private and public organizations, agencies, and businesses and has placed thousands of new bike parking spaces around the county. In 2003, the RTC was able to renew funding from the Monterey Bay Unified Air Pollution Control District for this program.

High Street Contra-Flow Bike Lane

The High Street Contra-Flow Bike Lane Project has been completed as of August, 2007. Contact the City of Santa Cruz Public Works Department for more information.

Beach Street Bikeway

The Beach Street 2-Way Bikeway was completed in 2005. The bikeway applies a non-standard design approach to a site with multiple constraints.

Rail Trail

The Commission has completed the environmental review for the Rail Right-of-Way Acquisition. For information call 460-3200.

Broadway Brommer Bike Path

The City of Santa Cruz prepared a Park Master Plan for the Arana Gulch property. The master plan identifies three management areas, includes a trail development plan and strategies for resource management. The trail plan includes a paved multiuse trail which would connect Frederick Street at Broadway to the park and lead to 7th Avenue at Brommer Street. The multiuse trail, funded in part by the SCCRTC ($1.7 million), would be designed as a Class I bike path and would be compliant with the American with Disabilities Act. The multiuse trail has been reconceived to cross Arana Gulch along the Upper Harbor Dry Storage yard instead of a bridge across the creek as was proposed by the Environmental Impact Report (EIR) prepared for the bike path project.

An EIR was prepared for the Park Master Plan. An application will be submitted to the California Coastal Commission for the multiuse trail project after EIR litigation issues are settled. Contact the City of Santa Cruz Public Works Department for more information.

Monterey Bay National Marine Sanctuary Scenic Trail

The planned Monterey Bay Sanctuary Scenic Trail Network will be a transportation, recreation and interpretive pathway for walkers, joggers, bikers, families, locals, and visitors. The Scenic Trail is envisioned as a path with many spurs that links existing and new trail segments into a continuous coastal trail around Monterey Bay. Click here for an informational brochure.

Bikes on Buses

The Bikes on Buses program provides double or triple bike racks on all buses, and is administered by Santa Cruz Metro.

Road Construction Guidelines

In order to improve the safety of pedestrians and bicyclists at road construction projects, the Community Traffic Safety Coalition in cooperation with the Bicycle Committee and local public works departments has developed a set of guidelines. Chapter 5 of the Caltrans Traffic Safety Manual requires safety measures during construction projects to protect all road users. The Recommended Guidelines to Protect the Safety of Bicyclists, Pedestrians and Disabled Travelers during Road Construction are designed to augment the Caltrans Traffic Safety Manual. The guidelines are provided to road construction contractors, who are expected to follow them. Bicyclists who encounter a hazard traveling through a construction area may submit a Bicycle Hazard Report Form.

Bicycle Facilities Design Guidelines

A number of different reference guidelines are available to planners, advocates and the general public to inform their understanding of the bicycle facilities planning process and design parameters. A few of these guidelines and handbooks are linked below. Please contact the Bicycle Committee staff person at 831/460-3200 for an explanation of use of these guidelines or their applicability.

Bicycle Hazard Report Program

The Regional Transportation Commission accepts Bicycle Hazard Report Forms from cyclists or any other commuters who have identified a potential cycling hazard during their travels. These forms are forwarded to the appropriate local jurisdiction for their action. Typically, 50 reports are submitted a year. Report forms may be submitted at any time throughout the year. Bicycle Committee

The Santa Cruz County Regional Transportation Commission's Bicycle Committee consists of 11 volunteer bicycle advocates and their alternates from the various areas throughout the county. The Committee serves as an advisory body to the Regional Transportation Commission. The Bicycle Committee meets monthly to review proposed bike projects, plans, funding applications, and legislation; provide input on existing roadway/bikeway conditions affecting cycling; conduct the Bikes Secure annual grant cycle; develop bike projects for future implementation; and coordinate with local jurisdictions and bicycle related organizations to promote cycling projects and programs.

The Bicycle Committee meets the second Monday of every month, barring holidays, at the Regional Transportation Commission's Conference Room at 1523 Pacific Avenue (above the Chef Works). Meetings take place from 7:00 p.m. to 9:00 p.m. and the public is welcome. The Regional Transportation Commission does not discriminate on the basis of disability. If you wish to attend a Bicycle Committee meeting and will require special assistance in order to participate, please contact staff at 460-3200 at least 72 hours in advance of the meeting to make arrangements. As a courtesy to those persons affected, please attend the meeting smoke and scent free.
