The Santa Cruz County Regional Transportation Improvement Program (RTIP)

The RTIP is the fund programming document for Santa Cruz County. It shows which projects have been selected to receive various state and federal funds over a five year period.

Projects Selected to Receive Over $11 million in Transportation Funds

Following a public hearing in Watsonville on June 4, 2009, the Regional Transportation Commission (RTC) selected transportation projects to receive over $11 million in federal funds, including economic stimulus funds from the American Reinvestment and Recovery Act (ARRA).

Approved projects include:

  • Local Road Repairs
  • Transportation Demand and Incident Management
  • Bicycle and Pedestrian Projects
  • Traffic Congestion Relief Projects
  • Countywide Bicycle Route Signage Project

Materials for the June 4, 2009 public hearing:

At its April 2, 2009 meeting, the RTC issued a call for projects for $5.6 million in American Reinvestment and Recovery Act (ARRA) funds (including approximately $365,000 for Transportation Enhancement (TE) activities)- and $5.8 million in FY09/10 and FY10/11 federal Regional Surface Transportation Program (RSTP) funds. Project sponsors requested funds for twenty five projects, totaling over $15 million.

Below are copies of the applications for the projects evaluated for funding. (Please note that existing projects requesting additional funding were asked to update the existing RTIP funding worksheet and Exhibit B: Project Benefits and were not required to complete a full application.)

Project Applications for ARRA (Round 2) - RSTP (FY09/10-FY10/11)

At its February 5, 2009 meeting, the RTC selected projects to receive an additional $6.5 million in anticipated funds from the “highway” portion of the federal economic stimulus bill – the American Recovery and Reinvestment Act (ARRA).

2008 RTIP

At its February 7, 2008 meeting the RTC adopted the 2008 RTIP. The 2008 RTIP is Santa Cruz County's proposal to the California Transportation Commission (CTC) for programming $5.5 million in State Transportation Improvement Funds. Disappointingly, the CTC only approved funding for two of the ten projects proposed by the RTC. Local road repairs, the Freeway Service Patrol, and the Commute Solutions Rideshare program were among the projects not approved by the CTC. The RTIP project list has been administratively amended to reflect the CTC’s decision and other changes since February 2008.

Prior RTIP Amendments

The RTC and CTC approved the following key funding decisions as part of the 2006 STIP:

  • 6/21/07: The RTC amended the RTIP to be consistent with the California Transportation Commission adopted 2006 STIP Augmentation. Because statewide proposals exceeded the amount of funds available for highway and road projects, the CTC was not able to accomodate all of the highway and road projects that were proposed by regional agencies and Caltrans.
  • 4/5/07: The RTC nominated projects to receive $19 million in state and federal funds, including funds from Proposition 1B, approved by voters on November 7, 2006.
  • 6/06: Revised 2006 Regional Transportation Improvement Program (RTIP) Proposal
