Highway 1 Auxiliary Lane and Bus-on-Shoulder Project Construction Updates
The RTC is currently constructing the second phase of the Highway 1 Auxiliary Lanes and Bus-on-Shoulder project. Phase II from Bay Avenue/Porter Street to State Park Drive, including a new bicycle and pedestrian overcrossing at Mar Vista Drive and a replacement of the Capitola Avenue overcrossing, began construction in early 2024 and is expected to be completed in 2026. Phase I from 41st Avenue to Soquel Drive, including a new bicycle and pedestrian overcrossing at Chanticleer Avenue was completed in spring 2025.
Construction updates, including any road or highway closures or other activities that may impact traffic, will be posted weekly.

New Auxiliary Lanes Between 41st Avenue and Soquel Avenue/Drive and Chanticleer Bicycle & Pedestrian Overcrossing are now open
Phase 2: Bay/Porter to State Park Drive
Park Avenue Offramp Closure on October 14
The southbound Highway 1 Park Avenue off-ramp will be closed on Tuesday, October 14 from 7 am to 4 pm.
This ramp closure is necessary for the contractor to pour the pile cap as part of the construction of new sound walls. Due to the steep grade of the access road, the concrete trucks must be positioned along the off-ramp.
Travelers will be directed to continue south to the State Park Drive exit before returning northbound on Hwy 1 to reach Park Ave.
Reopening of Park Avenue Ramps and Postponement of Long Term Closure of Bay Avenue Ramps
The three Park Avenue ramps reopened on September 5.
The long-term closure of the Bay Avenue/Porter Street ramps, which was originally scheduled to begin on Thursday, September 4, at 9:00 pm, has been POSTPONED. A new date for the closure will be announced in advance of the construction activities.
Capitola Avenue Overcrossing Long-Term Closure
*Capitola Avenue Overcrossing expected to open by the end of 2025.
The Capitola Avenue overcrossing at Highway 1 closed on March 11, 2024, to all vehicle, bicycle and pedestrian traffic and will remain closed until reconstruction is complete. A detour is in place.
