Employment Opportunities
Under direction, conducts specialized property acquisition assignments and coordinates real property owned by the SCCRTC, including negotiating with property owners to acquire rights of way, prepare and process right of entry agreements, researching title records to determine ownership and encumbrances on properties, and preparing legal descriptions and conveyance documents; negotiates and manages property leases and licenses; clears illegal encroachments; implements the property management and preventative maintenance functions; and performs related duties as assigned. Under the supervision of the Deputy Director and the daily direction of senior staff, the Transportation Planning Technician is responsible for assisting Transportation Planners in the implementation of the programs and projects of the Regional Transportation Commission. In addition, the Transportation Planning Technician will perform routine transportation planning and office duties.
Consulting Opportunities
Transportation planning efforts, programs, and capital projects require the expertise of many professionals, and RTC employs the services of contractors to accomplish some of these activities. Qualified vendors able to fulfill the specifications and meet the terms and conditions required are encouraged to submit bids/offers.
The Santa Cruz County Regional Transportation Commission (RTC) invites interested, qualified, and professional consulting firms (Consultant) to submit written proposals to evaluate, analyze, and prepare a Compensation Study for the agency. The RTC desires to obtain a consultant with public sector experience in completing total compensation studies.
The Consultant will be expected to deliver the following:
- Review existing job descriptions and compensation;
- Obtain and consider both employee and management feedback, analyze and incorporate comparable employers’ compensation and conduct a comprehensive benchmark market study to ensure that all positions within the RTC are externally competitive;
- Ensure that the compensation system promotes diversity, equity and inclusion; interpret industry trends and potential implication to the RTC labor force; and
- Make recommendations for revisions to the RTC’s total compensation.

Request for Proposals: Accessibility, diversity, equity, and inclusion assessment and trainings The Santa Cruz County Regional Transportation Commission (RTC) invites interested parties to submit a proposal to provide professional consulting services to conduct an agency accessibility, diversity, equity, and inclusion assessment and trainings. The consultant(s) will provide expertise, guidance, and support in advancing goals related to accessibility, accessibility, diversity, equity, and inclusion (ADEI), as part of the RTC’s Transportation Equity Action Plan.
The Consultant will be expected to deliver the following:
- A comprehensive ADEI assessment report outlining key findings, recommendations, and an action plan for the RTC.
- Customized trainings and materials, resources, and tools for staff, board and committee members, and transportation stakeholders.
- Revised or new DEI policies, procedures, and guidelines for integration into transportation planning and operations.

The Santa Cruz County Regional Transportation Commission (RTC) invites interested parties to submit a proposal to provide professional consulting services to develop transportation management strategies for 22-miles of coastal highway from the City of Santa Cruz northern city-limits to the Santa Cruz/San Mateo County line. The North Coast Transportation Demand Management Plan (North Cost TDM Plan) is needed to identify strategies that address visitor transportation needs, safety and operational challenges on Highway 1 north of the City of Santa Cruz created by visitor demand and behaviors, and to provide transportation alternatives.
On July 26, 2024, the RTC provided Addendum 1 which updated the RFP with added language regarding Non-discrimination and Disadvantaged Business Enterprise (DBE) Participation compliance, additional required forms and attachments, and revised the sample contract in compliance with federal funding regulations. For convenience, a document showing the fully revised RFP is available for review via this link. On July 30, 2024, The RTC provided Addendum 2 which clarified that the proposal should have a maximum page limit of 20 pages not including attachments of resumes, detailed scope of services, project schedule, and cover letter.

The Santa Cruz County Regional Transportation Commission (RTC) is seeking proposals from qualified and experienced professional engineering consultants for the Project Approval/Environmental Clearance (PA/ED) phase and future optional phases and support tasks of the Highway 9 Boulder Creek Complete Streets Project in accordance with the proposed Scope of Services. The Highway 9 Boulder Creek Complete Streets Project (Project) aims to improve multimodal transportation through State Route 9 located between River Street and Bear Creek Road in San Lorenzo Valley, and along State Route 236 from SR 9 to Laurel Street. This project proposes to improve multi-modal use of the Route 9 Corridor by improving bus stops, installing bicycle facilities, installing sidewalks, installing and enhancing crosswalks, and enhancing parking. Permanent and temporary right of way acquisitions and utility relocations may be required to accommodate the improvements.

The Santa Cruz County Regional Transportation Commission (RTC) invites qualified and experienced professional engineering consultants to submit a proposal for preliminary engineering and environmental documentation components of a proposed SCBRL Electric Passenger Rail Transit & Trail Project (Project) between Pájaro Junction and Santa Cruz along the Santa Cruz Branch Rail Line (SCBRL).

On August 26, 2022, the RTC provides the following revised document providing responses to questions submitted by potential proposers. Construction Contractors Bidding List Signup
Description: The Santa Cruz County Regional Transportation Commission (RTC) is seeking a qualified contractor to perform clearing, grubbing, and regrading of the various ditches as well as inspecting and unclogging of culverts located along the Santa Cruz Branch Rail Line (SCBRL) from Watsonville to Santa Cruz. The work shall include the removal of debris and regrading each ditch along the rail line to reestablish the drainage. This work shall take place in a variety of ditch lengths from approximately one hundred (100) to approximately one thousand (1500) feet and multiple culverts ranging in sizes and lengths along the SCBRL. The contractor us supplied with a full list of culverts and drainage ditches that are expected to be inspected and, if needed, regraded or cleared. Maps are supplied as well. Non-mandatory pre-bid site visit planned on Tuesday, March 19 at 9:30 AM. Starting location for the pre-bid site visit will be noticed to all plan holders and on this solicitation webpage in advance of the meeting. The North Coast Rail Trail is being developed by the Federal Highway Administration Central Federal Lands Division in coordination with the Santa Cruz County Regional Transportation Commission.
Description: Construction of a 7.5-mile multi-use bicycle and pedestrian trail extending along the railroad corridor from Wilder Ranch State Park in the south to Davenport in the north in unincorporated Santa Cruz County. The multi-use trail would include an asphalt paved path with unpaved gravel shoulders. In addition, two parking lots along Highway 1 would be improved providing visitor amenities and ADA access to the trail.
