North Coast TDM Plan

About 

The RTC is developing the Santa Cruz County North Coast Transportation Demand Management Plan (North Coast TDM Plan) to develop transportation management strategies along 22 miles of coastal highway from the City of Santa Cruz northern city-limits to the Santa Cruz/San Mateo County line. Presently, transportation facilities and alternatives are limited in this area, and visitors overwhelm available parking areas resulting in congestion and safety issues throughout the corridor. In line with the goals of the Caltrans District 5 Active Transportation Plan, Caltrans Climate Adaption Plan Strategic Goals, and the Santa Cruz County Regional Transportation Plan, the Santa Cruz County North Coast Transportation Demand Management Plan will develop strategies to reduce emissions, vehicle miles traveled (VMT), and improve the overall safety, equity, and access of the corridor. 

Objective 

The objective of the North Coast TDM Plan is to identify transportation strategies that manage travel demand and expand sustainable travel options along the North Coast in order to improve safety and operations on Highway 1. The project is focused on a two-lane rural Highway 1 on the 22-miles Santa Cruz County North Coast from the City of Santa Cruz city-limits to Santa Cruz County’s northern county line.
