RFP: 2601 LEGAL SERVICES

The proposal is due to the RTC by 12:00 PM PST on January 7, 2026.

The Santa Cruz County Regional Transportation Commission (RTC) invites interested parties to submit a proposal for legal services that the agency needs as a government agency under state and local authority. The RTC serves Santa Cruz Cruz County as the regional transportation planning agency (RTPA) per Government Code 67940 and 67941, the Transportation Planning Agency per Public Utilities Code 99214, the service authority for freeway emergencies (SAFE) per Streets and Highways Codes 2550 to 2559, the Designated Transportation Planning Agency per Government Code 29532.1, and the Local Transportation Authority per Public Utilities Code 180000 et seq. and local ballot Measure D. The RTC produces planning and funding documents and studies; receives and distributes federal, state and local funds; hires consultants and contractors; and implements service and capital projects. The RTC also owns a rail line on which a short line freight railroad operates as the designated common carrier and under an administration, coordination and license agreement with the RTC.

Interested consultants are invited to submit a proposal for legal services together with a cost proposal including direct and indirect costs, cost for equipment and materials, subconsultant costs, and an hourly rate schedule for named individual(s). The contract period for this RFP is 3 years at a total contract amount not-to-exceed $600,000, with the option to extend an additional 2 years.

PreProposal Questions and answers:

  1. Is attendance at RTC Board meetings required in person, or can legal counsel attend virtually?
    Response: Legal counsel will be required to attend RTC Board meetings in person.
  2. Does the proposal need to specify the exact number of hours per week that counsel staff will allocate to RTC?
    Response: The number of hours does not need to be exact. A range of estimated hours may be provided in the proposal.
